        Citizen’s Police Review Board
                                 12/03/2012


                           MINUTES

Board Members Present:                      Minister William C. Muhammad,
                                            Quintan Cooley, Carlos Florez,
                                            David Bukala, Dardinella Hippchen,
                                            Ann Craig, Nicholas Archer, Ruby Clark


Board Members Absent:                       Connie Navarro, Excused


Staff Present:                              Denny Powers, Staff Liaison




Chairperson William Muhammad called the meeting to order at 6:36 p.m.



Chairperson Muhammad asked if everyone had a chance to read the previous meeting
minutes and if there were any corrections or additions. It was motioned, supported and
passed to approve the minutes as presented.




Old Business

None.
New Business


Chairperson William Muhammad noted that the item on the agenda for new business was
the discussion on how attendees are invited to hearings.

There was general agreement about the fact that the certified notice that goes to the
complainant is self explanatory, but there were some board members who felt that even
though the notice goes out by certified mailing and the making arrangement for anyone
else to come and give statements is the responsibility of the complainant and is
underlined in the certified mailing; that there are those who will not read or understand
this.

After some discussion on this the Chairperson turned the floor over to Ms. Dardinella
Hippchen.

Ms. Hippchen announced that it is her intention to not sign up to continue on the board
for the next year.

Ms. Hippchen presented a letter she drafted which included some suggestions for the
board to consider. Ms. Hippchen read the letter and gave further explanation on her
thoughts. A copy of this letter is attached to these minutes.

Several board members thanked Ms. Hippchen for her dedicated service on the board and
noted that a lot of thought went into her suggestions.

Chairperson William Muhammad requested that rather than getting into a lengthy
discussion on these suggestions this evening that the board members take these home to
review and think about and then the board can discuss at the next meeting.

The chair asked that this be placed as an agenda item under Old Business in the next
agenda.

None.

The meeting was adjourned at 7:18 p.m.

The next meeting is January 7, 2013 at 6:30 p.m. in room 103 of Muskegon City Hall.
