                            MINUTES

Board Members Present:                      Carlos Florez, Quintan Cooley,
                                            David Bukala, Ruby Clark,
                                            Minister William C. Muhammad,




Board Members Absent:                       Eloise Heiftje (Excused)
                                            Ann Craig
                                            Nicholas Archer

Staff Present:                              Denny Powers, Staff Liaison




Chairperson Carlos Florez called the meeting to order at 6:41 p.m.

Chairperson Florez asked if everyone had a chance to read the previous meeting minutes
and if there were any corrections or additions.

It was motioned, supported and passed to approve the minutes as presented.




Unfinished Business

None.
New Business

Mr. Powers noted that for board terms that are expiring this year, that those terms expire
on January 31 and in the past the board has normally dealt with voting on positions such
as Chairperson and Vice-Chariperson around March.

Mr. Powers also passed on that Mr. Charles Anderson’s wife has passed and that he has
resigned from the board. Minister William C. Muhammad asked that a condolence card
be sent on behalf of the board.

Mr. Bukala noted that for future reference on the agenda and minutes that the heading
currently listed as “Old Business” should be correctly stated as “Unfinished Business”

Chairperson Carlos Florez stated that he would like to see the board address an item that
was discussed a while back, which is coming up with some ideas on how to streamline
the complaint process including possibly having part of the process online.

Minister William C. Muhammad stated that such changes may involve having to bring as
many of the original parties back together that were involved in the original signing of the
agreement which established the board as the procedures by which the complaints are
received are addressed in that signed document.

After some discussion among the board members it was suggested by Minister
Muhammad that if changes are going to be recommended that the board needs to compile
all of those changes and get them all together all at once in some written format so they
can be addressed as a possible amendment to the document and then address attempting
to get all of the parties back together.

Chairperson Florez asked that the board members assembly their ideas on this and come
to the next meeting prepared to go more in depth into this issue.

The meeting was adjourned at 6:55 p.m.


The next meeting is February 1, 2016 at 6:30 p.m. in room 103 of Muskegon City
Hall.
