                               CITIZEN’S POLICE REVIEW BOARD
                                                    MINUTES

Meeting Date:                  Monday, February 4, 2019

Location:                      Muskegon City Hall, Room 103

Board Members Present:         David Bukala, Ruby Clark, Ann Craig, Josie James, William Muhammad, Faye
                               Redmon, and Robert Roundtree

Board Members Absent:          Teresa Emory (absent)

Staff Present:                 Samantha Ferguson, Staff Liaison

The meeting was called to order at 6:36pm, by W. Mahammad. A quorum was present.

Approval of the Previous Minutes
D. Bukula moved to accept the minutes as presented, seconded by A. Craig. No additional discussion.
Unanimous support. Motion carried.

Unfinished Business
W. Muhammad discussed the flyer provided to the board by J. James. It was suggested to continue with the
initial idea of drafting a press release. It was proposed that the discussion continue during the next meeting, to
allow for time to orientate the new board members. No further discussion of unfinished business.

New Business
W. Muhammad presented a history of the formation and history of the Citizen’s Police Review Board.
Following the overview of the history of the board, W. Muhammad continued the discussion with the purpose
and processes of the board. The present board members provided an introduction of themselves and their
positions on the board.

Board member R. Roundtree presented the question of the boards effectiveness, W. Muhammad explained that
the Citizen’s Police Review Board serves as an advisory board to the elected officials. Discussion continued as
to the board having an understanding of the department’s policy when reviewing complaints and appeals. R.
Roundtree suggested requesting the department’s policies and procedures. Following continued discussion of
the concerns of professional policies, F. Redmond suggested the request of a member of the department to
attend the board meeting and explain the department’s process and professional trainings.

Public Participation
None.

Adjournment
A. Craig moved to adjourn the meeting, seconded by J. James. Motion carried. The meeting was adjourned at
7:35p.m.

The next meeting is March 4, 2019 at 6:30pm in room 103 of Muskegon City Hall.
