                      CITIZEN’S POLICE REVIEW BOARD
                                          MINUTES


Meeting Date:                Monday, January 6, 2020 at 6:30pm

Location:                    Muskegon City Hall, Room 103

Board Members Present:       William Muhammad, Rozelia Patino, Robert Roundtree, Josie
                             James, Faye Redmond, Ron Hayward

Board Members Absent:        David Bukala (excused), Ruby Clark (unexcused), Ann Craig
                             (unexcused)

Staff Present:               Jackie Hallberg & Jeremy Velik - Staff Liaisons

The meeting was called to order at 6:30pm by William Muhammad. A quorum was present.


Approval of the Previous Minutes

Robert Roundtree moved to accept the minutes as submitted, seconded by Josie James. No
additional discussion. Unanimous support. Motion carried.


Unfinished Business

Continued discussions over CPRB guidelines.

Discussion also occurred on police officer hiring processes, changing/updating Bylaws,
additional CPRB diversity representation and why there are so few complaints being made.

William Muhammad redirected the Board to stay focused on their requirements and stated that
members could meet outside of the meeting time to discuss additional concerns if needed.

New Business

The Board reviewed the dispositions of 2 recent complaints.

Jackie Hallberg, the new Police-Community Coordinator & CPRB Staff Liaison, introduced
herself and requested members reach out to update email, phone and preferred method of
meeting reminders.

Jackie Hallberg brought up the time of the meeting and all Board members present reported this
was the continued preferred time to meet.
Rozelia Patino asked if fliers/brochures about the CPRB have been made/distributed and she
offered to assist with updating and potentially translating into Spanish if needed.

William Muhammad reminded the Board that the purpose was to review appealed complaints.

William Muhammad asked for an updated contact list of current CPRB members.

Faye Redmond asked for an annual report.


Public Participation

No public participation


Adjournment

Ron Hayward moved to adjourn the meeting, seconded by Robert Roundtree and the Motion
carried. The meeting was adjourned at 7:30pm.


The next meeting is February 3, 2020 at 6:30pm in room 103 of Muskegon City Hall.
