        Citizen’s Police Review Board
                                 11/07/2011


                            MINUTES

Board Members Present:                      Minister William C. Muhammad
                                            David Bukala, Ann Craig, Carlos Florez,
                                            Dardinella Hippchen, Quintan Cooley
                                            Connie Navarro

Board Members Absent:                       Andrew Cirner, (Excused)
                                            William O’Shaughnessy


Staff Present:                              Denny Powers, Staff Liaison



Chairperson William Muhammad called the meeting to order at 6:31 p.m.


Chairperson Muhammad asked if everyone had a chance to read the previous meeting
minutes and if there were any corrections or additions. It was motioned, supported and
passed to approve the minutes as presented.


Old Business

None.


New Business

It was noted that there will hopefully be a new Public Safety Director by next month and
we will hopefully be able to introduce that person at the next meeting.

With the return to the board of a former board member, Connie Navarro, introductions
were made.
An updated contact list was requested and will be sent to the board with their next agenda
packet.

Ms. Dardinella Hippchen initiated a conversation on problems with police/community
relations stemming from lack of information on police procedures that may lead to some
people assuming they are being harassed.

Ms. Hippchen spoke about the board members becoming involved in educating people
and suggested something similar to a leaflet she had that is put out by the A.C.L.U.

There was discussion on this by several board members, including how something like
this could be disseminated.

Chairperson William C. Muhammad noted that while this may be a good idea and that he
would be willing to be part of a group working on this, that it is beyond the scope of the
duties of the board which is appointed by the City Commission for a specific purpose and
that perhaps a separate meeting in another location should be set up for those who may
wish to work on such a project as individuals.

It was noted that this idea could be brought up to the new Public Safety Director once that
person is in place to get his or her input.

It was motioned and supported to adjourn the meeting.


The meeting was adjourned at 7:06 p.m.


The next meeting is December 5, 2011 at 6:30 p.m. in room 103 of Muskegon City
Hall.
