BOARD MEMBERS ABSENT: Eric Hood, William Muhammad, Rozelia Patino
STAFF PRESENT: Emily Morgenstern - CPRB Staff Liaison
The meeting was called to order at 6:50 p.m. by Chair Robert Roundtree. Roll call was taken and a
quorum was present.
Approval of Previous Minutes
Minutes for the September 2, 2025 meeting were presented. Motion made by Heather Garretson to
approve minutes as presented. Motion was supported by Ann Craig.
ROLL VOTE: Ayes: F. Redmond, D. Sweet, H. Garretson, A. Craig, R. Roundtree

Unfinished Business
-Appeal IA 25-21 Hearing Vote
Heather Garretson motioned that the Citizen’s Police Review Board finds that the disposition of 1A 25-21
is exonerated as defined as the incident occurred but the employee’s actions were justified. Deborah
Sweet supported the motion.
ROLL VOTE: Ayes: F. Redmond, D. Sweet, H. Garretson
Nays: A. Craig, R. Roundtree

E. Morgenstern suggested changing the meeting times for the Citizen’s Police Review Board from 6:30
p.m. to 5:30 p.m. The board suggested E. Morgenstern reach out to people individually to see if that will
work for everyone’s schedule.

There was no public comment.
Adjournment
Deborah Sweet motioned to adjourn the meeting at 8:10 p.m. Motion was supported by Heather
Garretson.
