Present: Commissioners Spataro, Warmington, Wierengo, Davis, Gawron,
Shepherd, and Carter.
Absent: None.

Introduction of Deniz Tolga
Lee Slaughter, Assistant City Manager, introduced Mr. Deniz Tolga, a resident from the
City of Muskegon's Sister City, Kepez-Turkey, from March 5th through March 30th,
2007. Mr. Tolga will job shadow individuals within City Hall as well as throughout the
community.

Cable Franchise Agreement
Motion by Commissioner Spataro, seconded by Vice Mayor Gawron that the City
designate the City Manager or "designee" to respond on behalf of the City upon
receipt of the application/notification.

                                                            MOTION PASSES

Outstanding Citizenship Award
The Commission stated their support of the concept of an Outstanding Citizenship Award
program. They asked that the Public Relations Committee draft a budget stating the
proposed cost for the program. They also asked that the Rotary Club be contacted to see
if the association supp011s the concept and to be sure that the awards would be inclusive
of all citizens.

Lisa Kirksey's Request
Mrs. Kirksey expressed interest in working along with Muskegon Recreation Center to
enhance programs offered through/at Smith Ryerson Center in honor of her late husband
Reverend Kirsksey.

Mrs. Kirksey requests to pursue grant opportunities to foster the work of Reverend
Kirksey through the building of a Center or enhancement of an existing facility (ie.
Smith-Ryerson Center) that will commemorate Reverend Kirksey's vision.

The commission voiced their support to Mrs. Kirksey.
Smith-Ryerson Park MDNR Trust Fund Grant Application - public hearing March
27,2007
The commission approved the preparation of the grant application and public hearing
March 27, 2007.

Recreational Programming and Funding
Lee Slaughter, Assistant City Manager, and Lowell Kirksey, Leisure Services, presented
information regarding recreational programming and funding. It was the consensus of
the board that staff conduct further studies with the school system to share services. It
was also suggested to approach those municipalities who currently share the City of
Muskegon services to contribute to the funding.

Adjournment
Motion by Commissioner Shepherd, seconded by Commissioner Spataro seconded,
to adjourn the meeting at 7:05 p.m.

TO:            Mayor Warmington and City Commissioners

DATE:          March 8, 2007
RE:            Mrs. Lisa Kirksey's Request to Commemorate the Service of her Late
               Husband Rev. Greg Kirksey, to the City of Muskegon Residents, by
               Adding his name to the Yuba Street Sign.

Per Mrs. Kirksey's request referenced above, at the Legislative Policy Committee
meeting in January 2007, the Commission directed staff to meet with Mrs. Kirksey to
determine the feasibility of her request as well as explore alternative suggestions/options
that might meet her desired outcome.

Staff researched Mrs. Kirksey's initial request to add her late husband's name to the
Yuba Street sign and it was detennined that while the request sounds rather simple,
granting the request would potentially negatively impact other residents particularly in
the area, and prove cumbersome to the City to implement. All relevant concerns were
discussed with Mrs. Kirksey and she decided (in fact, insisted) NOT to pursue her request
to amend Yuba Street sign but rather to pursue another direction while remaining true to
her ultimate goal of honoring her late husband's legacy.

Mrs. Kirksey would like to pursue the creation of a Center that provides various services
to area youth and that Center would be named after her late husband. Mrs. Kirksey
envisions the Center being a safe place where Muskegon youth can develop their sense of
"self" and grow into healthy, contributing youth to their community and the greater
society. Mrs. Kirksey understands that the City is not in the position to commit to
building a Youth Center, although the idea of having one might be worthwhile. As
commitment to her vision, Mrs. Kirksey would like to, over the next few years, work
towards fundraising to help offset the costs of her vision and she would like to request
that the City Commission join her in exploring grant oppo1tunities that might allow for
the creation of a Youth Center.

Alternatively, or until her vision of a Center is realized, Mrs. Kirksey expressed interest
in working along with Muskegon Recreation Center (MRC - Matt Kolkema at Smith
Ryerson Center) to enhance programs offered through/at Smith Ryerson Center. I
advised Mrs. Kirksey that the Center is currently under a two-year management contract
with MRC; however, we could discuss her interests with Mr. Matt Kolkema and his
management team to determine their interest in partnering with her now or in the future
to meet their common goal of providing services to area youth at a safe and healthy
environment. The meeting was held and Mr. Kolkema and Mr. Emilio Trejo were both
supp01tive of Mrs. Kirksey's vision. They stated that the joint venture is just what they
are looking for to enhance services offered at the Center. Mrs. Kirksey and MRC staff
will meet to explore opportunities for partnership.

Regarding the suggested option of adding Rev. Kirksey's name to Smith Ryerson Center
building, or renaming the Park in honor of Rev. Kirksey, staff researched this issue and
determined that while C. W. Smith did contribute funds to the creation and development
of the current area te1med Smith-Ryerson Playfield and the building was later named to
fit the Park/Playfield in honor of the family, documents do not show exclusive naming
rights. It is likely feasible, therefore to co-name the building and/ or the park in
honor/memory of both gentlemen -- Smith and Kirksey. Mrs. Kirksey is willing to
pursue this option but she has expressed concern about detracting from the legacy of
Smith out of sensitivity to the family. Ifwe were to pursue this issue, it is advised that
every attempt be made to locate the family for their input on this matter.

For Commission Consideration:

Accept Mrs. Kirksey's desire/wish to discontinue pursuit of amending Yuba Street Sign;

Consider Mrs. Kirksey's request to pursue grants opportunities to foster the work of Rev.
Kirksey through the building of a Center or enhancement of an existing facility (ie.
Smith-Ryerson Center) that will commemorate Kirksey's vision;

Encourage Mrs. Kirksey's alternative interest in co-partnering with MRC to manage
Smith Ryerson Center;

Give future consideration to co-naming of Smith-Ryerson Center and or Playfield to
reflect Rev. Kirksey's legacy and work at the Center: Smith-Ryerson/Kirksey Center.

Work Session:

This item is on the Work Session agenda for March 12, 2007. Mrs. Kirksey, Matt
Kolkema ofMRC and myself will all be present to address questions and concerns the
Commission might have.

CHAPTER        3: How TO        PREPARE AN        MN RTF GRANT APPLICATION
The following sections provide the information you need to complete an MNRTF grant application
package. Each form, document, and supporting evidence that makes up an application is listed and
explained. You must gather information and documentation about your project from many different
sources to put together a complete application package. Assembling the information needed to
submit a complete application package takes time-it is important to start the process as early
as possible.
All location maps, site development plans, boundary maps, and other graphic information should be 8.5
inches by 11 inches in size and must be clear, legible, detailed, and appropriately labeled. You may
also submit larger versions of any or all of them. Grants Management staff use these materials to help
evaluate your application and to find and evaluate many of the sites. Grants Management staff also
must photocopy many of the graphic materials in black-and-white; be sure that what you submit will
photocopy legibly. Please do not submit aerial photographs for location maps, site development
plans, or boundary maps.
