MUSKEGON HOUSING BOARD OF APPEALS
MEETING MINUTES
February 2, 2017
Board Co-Chair, R. Mackie called the meeting to order at 5:32 pm.
ATTENDANCE: B. Arthur, G. Borgman, K. Kolberg, W, Krick, R, Mackie, E. Simmons, B.
Turnquist.
STAFF: J. Lewis, K. Briggs, SAFEBuilt; J. Paulson; SAFEBuilt, H. Mitchell, and S. Ferguson
OTHERS: L. Walker, 1536 Park.
MINUTES:
A motion to approve the regular meeting minutes from January 5, 2017 was made by B. Turnquist,
supported by W. Krick; unanimously supported.
OLD BUSINESS:
EN157096 – 1451 Park - Antwan Bruce, 1520 6th St, Apt. 1, Muskegon, MI 49442.
L. Walker provided an update to the board members. L. Walker stated that the electrician was in
Florida so he could not get the permit for the electric yet. He stated that the furnace had been
installed but due to a misunderstanding or communication; the permit for the furnace did not
include any electrical work for the furnace so the furnace inspection could not be completed. He
is waiting on the electrician to return so the permit can be obtained. K. Briggs stated that this was
the ninth time this property was before the board. He stated that a written timeline had been
requested at the last meeting this case was heard which needed to include a list of items that
needed to still be completed, when the items were going to be completed and kept. W. Krick
asked why the requested timeframe had not been handled through SAFEBuilt. K. Briggs stated
that the previously submitted timelines had expired and had not been kept. There had been no
updated timelines submitted. J. Lewis read what the board members were told at the meeting in
December 2016 and how everything would be completed in 60 days and if were completed; then
the case would not need to be brought back before the board at this meeting. This information
was included in the notice to the owner. Since it wasn’t completed; it was brought back before the
board again.
A motion to declare the structure substandard, dangerous and a public nuisance was made by G.
Borgman, supported by E. Simmons; and unanimously approved.
The board provided an explanation of the motion and upcoming process to Mr. Walker. Should
everything be completed before the City Commission meeting March 14, 2017; then the City
Commissioners will not need to proceed on concurring. The process of superintending control
was also explained should the City Commission concur due to the home not being completed. K.
Kolberg reminded L. Walker to be sure to get all the permits necessary and to get all the necessary
inspections done on them. L. Walker stated that he plans on getting everything completed by
March 1, 2017.

The owner nor any representative for the owner was in attendance. K. Briggs stated that the
owner had not been in contact with SAFEBuilt since the last meeting and that this is the eleventh
meeting for this case.
A motion to declare the structure substandard, dangerous and a public nuisance was made by E.
Simmons, supported by W. Krick; and unanimously approved.
ELECTION OF OFFICERS:
A motion to elect G. Borgman as Housing Board of Appeals Chair was made by W. Krick,
supported by E. Simmons, and unanimously approved.
A motion to elect R. Mackie as Housing Board of Appeals Co-Chair was made by E. Simmons,
supported by W. Krick, and unanimously approved.
OTHER BUSINESS:
K. Briggs, introduced J. Paulson to the Board and provided an update regarding SAFEBuilt being
contracted by the City to oversee the dangerous buildings. The transition is expected to take one
(1) to two (2) months. K. Briggs stated that due to the transition and training; staff would like to
reschedule the next meeting from March 2, 2017 to March 23, 2017.
There being no further business, the meeting was adjourned at 6:04 pm.
