Citizen’s District Council Meeting

CALL TO ORDER

The meeting was called to order by Pat Montney at 5:35 p.m.

ROLL CALL

Roll call was taken by Liz Parker.

Present:             Patricia Montney, Ned Carter, Virgie Jackson, Amy Varnado
Excused:             Addie Sanders-Randall
Absent:              Thomas Pastoor, Stephanie Marion, Stephen Gawron
Staff Present:       Oneata Bailey, Liz Parker

APPROVAL OF MINUTES
Amy Varnado made a motion to approve the minutes from the April 14, 2011 meeting.
Ned Carter seconded. Motion passed unanimously.

OLD BUSINESS
        Action Plan 2011 - 2012
Oneata Bailey stated the Action Plan is in progress, but she is still waiting for a final
budget. Pat Montney asked if there would be another meeting when the budget is
determined. Oneata stated there would not be another meeting because the group
already made their recommendations which included the prioritizing of items in case the
allocation was different. Their priorities have been given to the City Commission. The
Action Plan will be passed out after that is received. After the final budget
determinations are made, a public notice will be posted in the Chronicle for the
comment period. After that period the Action Plan will be submitted to HUD along with
the Five-year Consolidated Plan.

NEW BUSINESS

        Estimated 2011 – 2012 CDBG/HOME Allocations
Oneata Bailey had a handout with the allocation estimates. Muskegon is estimated to
receive $911,321 for CDBG and $284,351 for HOME. Until she has actual numbers
from HUD to give to the Commissioners for final determination, she will not go any
further on the Action Plan. As soon as she gets final numbers from HUD she will email

them to the CDC. For next year she will not start anything until she has actual
allocation amounts from HUD.

With the reduction in HOME funds, she is not sure what will happen with the open
HOME position in CNS. She would like to have a person onboard by July 1 as HUD
doesn’t like to see funds not being used so it is imperative a determination for the open
position be made. She does not want to have the HOME funds jeopardized.

OTHER BUSINESS

Pat Montney said she is expecting a reduction in the 2012 – 2013 funding due to the
destructive tornadoes down south because after Katrina she said the funds were
reduced by 25%.

       Next CDC Meeting
The next meeting will be Tuesday, June 7, 2011 at 5:30 p.m. in Conference Room 203.

ADJOURNMENT

Pat Montney adjourned the meeting at 6:18 p.m.
