Citizen’s District Council Meeting
City of Muskegon CDBG

December 5, 2017

CALL TO ORDER:
The meeting was called to order by Tom Pastoor at 5:32 pm.

ROLL CALL:
Roll call was taken by Samantha Pulos-Porter, and a quorum was present.
    Present:

APPROVAL OF MINUTES:
Jeremy Lenertz motioned to approve the minutes, from October 3rd, 2017; Addie Sanders-
Randall seconded the motion, which passed unanimously.

OLD BUSINESS:
   TERMS OF SERVICE
     Oneata Bailey, on behalf of CNS and the City of Muskegon, presented Addie Sanders-
     Randall with a plaque recognizing and thanking her for service of 28 years on the
     Citizen’s District Council. Oneata announced that Addie will also be recognized at the
     City Commission Meeting on December 12th. Addie thanked everyone and offered her
     continuing service. Oneata discussed how terms of service worked in general.
       Commissioner Johnson explained that members should express their willingness to
       continue service, but that was not necessarily a guarantee to continue on a particular
       board. General discussion was had about CDC Members’ terms expiring in January 2018,
       with the exception of two that expire in January 2019. Instructions to contact Jacqui in the
       Clerk’s Office (724-6705) were given to anyone with questions or concerns about term
       limits.

NEW BUSINESS:
None.

STAFF REPORTS:
   1350 EASTWOOD
     Rehab on 1350 Eastwood continues. CNS hopes that it will be finished early 2018.

      NEW PROJECT
       CNS will ask the City Commission (12/12) for approval to purchase the next rehab
       project, 1025 E Forest Ave (3 bedroom/1 bath), in Oakview Neighborhood. Purchase
       price is $27,000. Oneata explained how parking was too far away from the home and that
       there were essentially two front doors. These issues will be looked at when working with
       CNS’ Spec Writer before bidding on the project happens.

ADJOURN:
Jeremey Lenertz motioned to adjourn the meeting, Addie Sanders-Randall seconded the motion,
which passed unanimously. Meeting adjourned at 6:35 pm.


NEXT MEETING: The next meeting date is: February 6, 2018.

GENERAL DISCUSSION:
The subject of different income brackets was discussed. Specifically the population that is not
considered low-moderate income, but is not able to afford market rate homes – around the 120%
AMI. Strategies to not let this section of the population fall between the cracks was also
discussed. Oneata explained that when CNS was involved with NSP (Neighborhood Stabilization
Program), that was the income bracket that qualified for those homes. Concern was also
expressed at ways to prevent gentrification that can happen to cities. There was also discussion
about the reasons people are choosing to come back to live in Muskegon after moving away for
work or other reasons.
