                             Citizen’s District Council Meeting
                                  City of Muskegon CDBG

                                       January 6, 2026

 I.    Call to Order at 5:31pm
 II.   Roll Call
       Present: P. Dennie, J. Sanocki, M. Kelley, J. Weirich, K. Kochin
       Absent: D.Nichols-Woods, C. Horn, J. Wiegers,
       Staff Present: S. Carson, W. Webster, D. Santiago-Sweet
III.   Approval of Minutes (9-2-25) – J. Sanocki motioned to approve the minutes from
       9-2-25 and J. Weirich supported. All in Favor
IV.    Public Comments - None
V.     Old Business – Annual Action Plan FY 2025-S. Carson let committee know that
       Action Plan has been out for 30 days. 2 public hearings with no comments from
       the public.HUD approved the action plan. Final numbers will be sent out once
       the official letter of acceptance from HUD is received. $919, 565 for CDBG
       (increase from prev year), HOME $258,812.76 which will be the final year. Kids
       Power of Produce is the only public service we will be supporting out of HOME.
VI.    New Business
       A. Consolidated Annual Plan - Deborah Santiago-Sweet – The CNS team is
       following a structured public planning process that includes internal review,
       community engagement and required public comment periods. This process
       ensures the Consolidated Plan reflects current community needs, incorporates
       public input and meets all federal requirements. A brief summary of staff survey
       results from December show Emergency Home Repairs and Homebuyer Down
       Payment Assistance as the highest-value and highest-impact programs, showing
        broad agreement on core, resident-facing services. CNS staff tend to rate pass-
        through programs, infrastructure and indirect initiatives lower in effectiveness and
        impact because they do not see direct outcomes or are less involved in
        administration. In contrast, all staff responses show these programs are still
        valued and frequently recommended, reflecting broader awareness of community
        benefits beyond CNS’s direct line of sight. More results and comments to follow.
        B. Review and Approve 2026 Meetings – M. Kelley made a motion to approve
           the 2026 meetings. Supported by J. Sanocki. All in favor.
VII.    Staff Reports
           a. Home Repair Updates Snapshot – S. Carson gave brief update on
               funding. Meeting with different partners in the community. Nothing is
               earmarked as of right now.
