HISTORIC DISTRICT COMMISSION
REGULAR MEETING
MINUTES
December 2, 2014
Chairperson J. Hilt called the meeting to order at 4:07 p.m. and roll was taken.
MEMBERS PRESENT: J. Hilt, L. Spataro, L. Wood, S. Kroes, S. Radtke

APPROVAL OF MINUTES
A motion to approve the regular meeting minutes of November 4, 2014 was made by, L. Spataro,
supported by S. Radtke and unanimously approved.
NEW BUSINESS
None
OLD BUSINESS
Hackley Park stage discussion: Staff had not seen any revised plans. J. Wallace provided some
sketches/plans for the members to review. J. Silvis described the proposal. They had looked at
the structure that is the Farmer’s Market stage in reference to the roof area. Eagle Alloy has a
couple of sections and they will be able to provide a replica of the fencing to replace the stone. If
the stage were to be moved towards Webster and to center it; there would be a need to remove a
tree. There are currently two trees going together. It also wouldn’t add much to the cost of the
removal of one of them. E. Shedd added information in regards to the lighting. They were
looking for feedback of areas to improve, etc. The acoustic system will match the roof in color.
M. Franzak suggested the applicants revise the site plan and bring it back for approval. L.
Spataro agreed. Due to this being a public park; this may also require City Commission approval.
The lighting is proposed to match the current lighting fixtures at the park. The members
discussed what was before them and added input. M. Franzak reiterated that the applicants would
need to bring back the plan showing the tree removal and samples of the materials to be used.
There would be a need to acknowledge that this is a gift and would require some maintenance
eventually.
OTHER
1573 Jefferson – S. Kroes shared information regarding a home that is next to her and there are
exterior items that need to be looked at as there are items falling off the home. A sister is living

in the home and it isn’t registered as a rental. L. Spataro recalled this home being before the
HDC in the past for siding when there was an A and an AA district. They were told they couldn’t
put siding up. They painted the home and it stayed partially painted for years. There was further
discussion with the members regarding the rental, density, and the upkeep issues.
Hackley Park – L. Wood brought up the ornamental grass that is overgrown around the statues. It
has gotten overgrown. L. Spataro stated that the grass is overgrown and should be removed and
replace it with something else that is more appropriate for the area. M. Franzak suggested this go
before the members in January for discussion and to have a motion on the record. The members
agreed that this is not proportionate with the rest of the park. L. Spataro stated that there was an
agreement for the maintenance that was submitted when this first started.
There being no further business, the meeting was adjourned at 4:34 p.m.
