                                      MINUTES

                                       September 1, 2015

Chairperson J. Hilt called the meeting to order at 4:15 p.m. and roll was taken.

MEMBERS PRESENT:              J. Hilt, S. Kroes, A. Riegler, L. Spataro

MEMBERS ABSENT:               L. Wood, excused; S. Radtke, K. Panozzo

STAFF PRESENT:                M. Franzak, D. Renkenberger

OTHERS PRESENT:               A. Ahumada, 100 Diana; N. Raap, Pro Services

APPROVAL OF MINUTES

A motion to approve the special meeting minutes of August 5, 2015 was made by L. Spataro,
supported by S. Kroes and unanimously approved.

NEW BUSINESS

Case 2015-11 – 100 Diana Avenue. Applicant: Armando and Linda Ahumada. District:
McLaughlin. Current Function: Residential. The applicants are seeking approval to reside the
home from wood to vinyl. The foundation also needs to be replaced, which may alter the look of
the base of the home.

A. Ahumada stated that they had received financing to fix up some problem areas on the home,
and explained some of the issues. They wanted to replace the wood exterior with vinyl siding as
well as repair the foundation. L. Spataro stated that the HDC had allowed vinyl siding in the
past, with the conditions that any architectural features are retained (not covered) and that eaves
must be wrapped and not boxed. J. Hilt asked if the foundation would be tuck-pointed or
replaced. A. Ahumada stated that he was not sure yet; he needed to look into it further. A.
Riegler asked if the contractor was going to replace the boards with the same size vinyl slats.
Mr. Ahumada stated that he would use the same size.

A motion that the HDC approve the request to 1) repair or replace the foundation, and 2) replace
the siding with vinyl as long as the following conditions are met: a) all architectural features on
the home must be retained, not covered; b) the eaves must be wrapped and not boxed; c) the
width of the siding slats must match the current width as much as possible; and d) all zoning
requirements are met and the necessary permits are obtained was made by L. Spataro, supported
by S. Kroes and unanimously approved, with J. Hilt, S. Kroes, A. Riegler, and L. Spataro voting
aye.

Case 2015-12 – 550 West Western Avenue. Applicant: Amazon Apartments. District: Clay-
Western. Current Function: Mixed Use. The applicant is seeking approval to reroof the flat roof
portion of the building from clay tile to edge metal. In April of this year, the applicant was
approved to reroof the towers with this same material.

L. Spataro stated that similar repairs had been allowed on the Babbitt building near the Amazon.
It was high enough up that it was not visible from street level. A. Riegler asked what color the
roof currently was. N. Raap stated that the current roof contained several different colors from
past repairs, and many tiles were cracked or missing. A. Riegler asked that the new roofing color
match the majority of whichever color was currently there.

A motion that the HDC approve the request to reroof the flat roof and replace the clay tile with
edge metal as proposed with the conditions that 1) the new color match the majority of the color
currently there, 2) all zoning requirements are met and 3) any necessary permits are obtained,
was made by S. Kroes, supported by L. Spataro and unanimously approved, with J. Hilt, S.
Kroes, A. Riegler, and L. Spataro voting aye.

OTHER

Nelson Neighborhood new homes – L. Spataro informed board members that the City was
involved in a program to build new market rate homes in a historic district in the Nelson
Neighborhood. Once plans were finalized, they would be brought to the HDC for approval.

Motions – A. Riegler asked that more detail be included in approval motions, so it was clear to
the applicants what the HDC’s expectations were.


There being no further business, the meeting was adjourned at 4:50 p.m.
