                                       MINUTES

                                          August 7, 2007

The meeting was called to order at 4:04 p.m. by Chairperson J. Hilt.

APPROVAL OF MINUTES
A motion to approve the regular meeting minutes of July 10, 2007 was made by K. Panozzo,
supported by T. Bosma and unanimously approved.

NEW BUSINESS/PUBLIC HEARINGS
2007-21 38 Diana - Request for Roofing, Siding and Window Replacement. Applicant: Bethany
Housing Ministries. District: McLaughlin. Class: A. Current Function: Residential. M. Franzak
presented the staff report. The applicant is requesting approval to remove the gable over the front
door, which is not original to the house. They are also requesting approval to replace the roofing
shingles that were installed on the side of the house with vinyl shake, and to remove existing
windows and install new vinyl replacement windows. Staff recommends approval of the
replacement windows, provided they match the original windows in design and type and that they
consist of or are painted an appropriate color. Staff also recommends approval of the replacement
of roofing shingles on the side of the house with the vinyl siding as proposed. Staff recommends
that the HDC determine the appropriateness of removing the “add on” gable on the roof.

S. Rinsema-Sybenga provided background information on Bethany Housing Ministries. R. Pope
outlined the improvements they intended to make to the home and provided a sample of the vinyl
imitation cedar shake siding and replacement windows. K. Panozzo asked if the sample color
would be the one used on the house. R. Pope stated that he wasn’t sure about a color yet. L.
Spataro stated that there was past precedent for allowing this type of siding.

A motion that HDC approve the request to a) replace the current wood windows with new vinyl
windows as proposed, with the conditions that they match the original windows in design and type,
they consist of or are painted an appropriate color, and that the original window openings are
retained, b) replace the shingles on the side of the house with new vinyl cedar shake siding as
proposed, and c) to remove the “add on” gable on the roof to restore the original roof line, was
made by L. Spataro, supported by S. Kroes, and unanimously approved.

2007-22 1275 Peck Street – Request to install new sign. Applicant: Cloetingh Seaway General
Agency. District: McLaughlin. Class: A. Current Function: Commercial. M. Franzak presented
the staff report. The applicant would like to install a new sign on the south side of the building at
1275 Peck Street. The new sign will be made of the same material as the existing sign on the east
side of the building. It will measure 3’ x 7’ and will be lightly illuminated from an internal source.
Staff recommends approval of the sign provided that it is not illuminated internally, per Section IV,
part E of the HDC Signage Policy.

L. Spataro asked if there would be stand-alone letters, as there is now. T. Rebone stated that there
would not be; the sign would have a solid face.

A motion that the HDC approve the request to install the sign as proposed, with the condition that it
meets all City zoning and signage requirements, was made by T. Bosma, supported by S. Thompson
and unanimously approved.

OLD BUSINESS

OTHER BUSINESS

2007-23 1652 Jefferson Street – Request to rebuild garage. Applicant: Ada Scott. District:
Jefferson. Class: AA. Current Function: Residential. M. Franzak presented the staff report. This
case was not on the original agenda as it was not received until after the deadline. Board members
agreed to hear the case so that the applicant could complete the repairs without waiting for another
month. The applicant is requesting approval to reconstruct the garage at 1652 Jefferson, which was
demolished when a tree from the neighboring yard fell on it. The remains of the original garage
have been removed, and the applicant would like to rebuild it using the same design and materials.
Staff recommends approval.

B. Fredricks was the builder hired by the applicant. He stated that this was an insurance job, and as
such, the new garage would be rebuilt to duplicate the old one.

A motion that the HDC approve the request to construct a new garage in the same location as the
one that was demolished, with the conditions that the new structure resembles the original and that
like materials are used, was made by L. Spataro, supported by T. Bosma and unanimously
approved.


There being no further business, the meeting was adjourned at 4:22 p.m.
