MINUTES
June 3, 2008
Chairperson J. Hilt called the meeting to order at 4:07 p.m.

APPROVAL OF MINUTES
A motion to approve the regular meeting minutes of May 6, 2008 was made by T. Bosma,
supported by S. Kroes and unanimously approved.
NEW BUSINESS/PUBLIC HEARINGS
Case 2008-12 – 425 West Western Ave. Request to Replace Incandescent Marquee Signs.
Applicant: Frauenthal Centre. District: Downtown Structures. Class: AA. Current Function:
Commercial. M. Franzak presented the staff report. The applicant would like approval to remove
the two incandescent marquee message signs and replace them with two new LED color marquee
message signs of similar size. Photographs of the current and proposed signs were provided. Staff
recommends approval of the request.
K. Panozzo asked if the letters would be the same size. The Frauenthal’s representative stated that
the sign face would be the same size, but they would have more flexibility with letter size, which
would allow them more room on the sign.
A motion that the HDC approve the request to remove the two incandescent marquee message signs
and replace with two new LED color marquee message signs of similar size as long as it meets all
zoning requirements and the necessary permits are obtained, was made by K. Panozzo, supported by
T. Bosma and unanimously approved.
Case 2008-13 – 1341Fourth St. Request to Install Vinyl Siding/Windows. Applicant: Andrea R
Harmon. District: Campus. Class: A. Current Function: Residential. M. Franzak presented the staff
report. The applicant would like approval to install vinyl replacement windows and vinyl siding
(triple 3). The doors and windows will be wrapped with aluminum and the eaves will be boxed.
Staff recommends approval.
T. Bosma stated that the house had a lot of architectural detail, and he would not want to see that
covered up.

A motion that the HDC approve the request to install the vinyl replacement windows and vinyl
siding as long as it meets all zoning requirements and the necessary permits are obtained, and with
the conditions that the windows are of the same size as the originals, and all detail and trim is
retained, was made by T. Bosma, supported by S. Kroes and unanimously approved.
Case 2008-14 – 32 Diana Ave. Request to Install Vinyl Siding. Applicant: Lavina Andree. District:
McLaughlin. Class: A. Current Function: Residential. M. Franzak presented the staff report. The
applicant would like approval to install vinyl siding (triple 3). The doors and windows would be
wrapped with aluminum and the eaves would be boxed in. The cornices at the roof and the
eyebrows over the windows would remain. Staff recommends approval to reside the home with
vinyl.
L. Spataro felt that it would be inappropriate to box in the eaves, due to the roofline on this house.
He preferred that they be wrapped. Board members concurred. They also wanted to make sure that
none of the architectural details present were covered.
A motion that the HDC approve the request to reside the home at 32 Diana with vinyl as long as it
meets all zoning requirements and the necessary permits are obtained, all architectural details
including the cornices and eyebrows be retained, and the eaves be wrapped instead of boxed, was
made by L. Spataro, supported by K. Panozzo and unanimously approved.
Case 2008-15 – 1121 Peck St. Request to Replace Wood Windows with Vinyl. Applicant: Randall
& Linda Drake. District: Clinton-Peck. Class: A. Current Function: Residential. M. Franzak
presented the staff report. The applicant would like approval to replace the wood windows with
single hung vinyl windows. Staff recommends approval.
J. Hilt asked if the windows would be the same style. L. Drake stated that they would, and they
would be energy efficient. L. Spataro asked about the size of the replacement windows. L. Drake
stated that she had been unable to find windows long enough to match the lower ones on the turret.
The closest she could come was 2 inches shorter, so she would need to box the top or bottom. T.
Bosma suggested that she box 1 inch on top, and 1 inch on the bottom.
A motion that the HDC approve the request to replace the wood windows with vinyl windows with
the conditions that 1) the lower front turret windows can be replaced with the 2-inch shorter
windows, with the difference split one inch on top and one on the bottom, 2) the rest of the windows
are replaced with the same size as what is currently there, and 3) all zoning requirements are met
and the necessary permits are obtained, was made by K. Panozzo, supported by L. Spataro and
unanimously approved.
Case 2008-16 – 1152 Ransom (L.C. Walker House). Request to Repair Porch, Deck, Fence, Garage
Door, and Install Hot Tub. Applicant: Randall & Linda Drake. District: McLaughlin. Class: A.
Current Function: Residential. M. Franzak presented the staff report. The applicant would like
approval to do the following work: a) repair the front porch (replace floor boards and ceiling boards
and add Victorian wood decorations), b) repair or replace fence boards, posts or sections as needed,
c) move the hot tub to the fenced-in yard from 1121 Peck, d) repair the back deck as needed, and e)
replace the garage door with either sliding hinged wood or new vinyl door. Staff recommends

approval to replace the porch floor and ceiling boards and add new Victorian decorations and to
repair the fence boards.
L. Spataro stated that the front columns were not original to the house, in case they were
considering removing them. J. Hilt asked what would be used for the porch floor and ceiling. L
Drake stated that they would use tongue and groove boards. T. Bosma advised her to check with
the City’s Inspection department regarding the building codes for the handrails. T. Bosma asked
what the plans were for the garage door. L. Drake stated that it needed to be replaced, since it
wouldn’t open or close. She wasn’t sure if she would be able to find wood doors for it, or if she
would need to buy a new vinyl door. J. Hilt asked what she planned to do with the fence posts. L.
Drake stated that some were rotting and leaning, and she would replace those. T. Bosma asked if
there were any requirements about the hot tub. L. Spataro stated that it had been approved at a prior
meeting at the house where it currently sat.
A motion that the HDC approve the request to 1) repair the front porch using tongue and groove
floorboards and ceiling boards and adding Victorian wood decorations, 2) repair or replace fence
boards, posts or sections as needed, 3) move the hot tub to the fenced in yard from 1121 Peck, 4)
repair the back deck as needed, and 5) replace garage door with either sliding hinged wood or a new
vinyl door, with the condition that all zoning requirements are met and the necessary permits are
obtained, was made by L. Spataro, supported by K. Panozzo, and unanimously approved.
Case 2008-17 – 228 Houston Ave. Request to Repair Porch. Applicant: Greg Borgman. District:
Houston. Class: A. Current Function: Residential. M. Franzak presented the staff report. The
applicant would like approval to remove the plywood porch floor and replace with tongue and
groove flooring to restore the original integrity of the porch. Staff recommends approval.
G. Borgman described his plans for renovating the porch. S. Kroes advised him to check with the
City’s Inspection department regarding the porch railings before he took them down to repaint
them. If they were grandfathered in, they could lose that status if they were removed.
A motion that the HDC approve the request to remove the plywood porch floor and replace it with
tongue and groove flooring, as long as it meets all zoning requirements and the necessary permits
are obtained, was made by K. Panozzo, supported by S. Kroes and unanimously approved.
