REGULAR MEETING
MINUTES
September 9, 2008
Chairperson J. Hilt called the meeting to order at 4:00 p.m.
MEMBERS PRESENT: J. Hilt, S. Kroes, L. Spataro, L. Wood, S. Thompson, K. Panozzo,
T. Bosma
MEMBERS ABSENT: None
STAFF PRESENT: M. Franzak, D. Leafers
OTHERS PRESENT: D. Riemersma, 1596 Peck St.
APPROVAL OF MINUTES
A motion to approve the regular meeting minutes of August 5, 2008 was made by S. Thompson,
supported by L. Spataro and unanimously approved.
NEW BUSINESS/PUBLIC HEARINGS
Case 2008-25 – 563 W Western Avenue. Applicant: Mary Kay. District: Clay-Western. Class: AA.
Current Function: Commercial. M. Franzak presented the staff report. The applicant is seeking
approval to install a wrought iron gate with lock in the back of the property to prevent further theft
and destruction of the property. Staff recommends approval.
A motion that the HDC approve the request to install the gate in the back of the property as long as
it meets all zoning requirements and the necessary permits are obtained, was made by S. Thompson,
supported by T. Bosma and unanimously approved.
Case 2008-26 - 1596 Peck Street. Applicant: David Riemersma. District: Clinton-Peck. Class: A.
Current Function: Residential. M. Franzak presented the staff report. The applicant would like
approval for the following projects: a) install a 6’ white vinyl privacy fence on the south side of the
home, b) install new siding from wood to vinyl, and c) install new windows from wood to vinyl.
Staff recommends approval.
The applicant stated that she would retain the leaded glass windows currently there and replace the
others, keeping everything as close as possible to the original.
A motion that the HDC approve the request to a) install a 6’ white vinyl privacy fence on the south
side of the home, b) install new siding from wood to vinyl, and c) install new windows from wood
to vinyl, with the conditions that the original window openings are retained, any architectural

features are retained, the work meets all zoning requirements, and the necessary permits are
obtained, was made by S. Kroes, supported by K. Panozzo and unanimously approved.
Case 2008-27 – 1423 Clinton Street. Applicant: Bruce Mahn. District: Clinton-Peck. Class: A.
Current Function: Residential. M. Franzak presented the staff report. The applicant would like
approval to reside the house from wood to vinyl. They would also like to make modifications to the
existing fence.
Board members had questions about the proposed fence, but the applicants were not present to
provide answers. They concurred that they would approve the vinyl siding but needed more
information on the fence.
A motion that the HDC approve the request to install new vinyl siding, with the conditions that all
original window openings are retained, any architectural features are retained, the work meets all
zoning requirements, and the necessary permits are obtained, and to table the request to install the
fence until the next meeting so that the applicant may attend, was made by L. Spataro, supported by
K. Panozzo and unanimously approved.
Case 2008-28 – Hackley Park. Applicant: Hackley Heritage Association. District: National
Register. Class: AA. Current Function: Park. M. Franzak presented the staff report. The applicant
is seeking approval to replace the iron fence at Hackley Park with a new cast aluminum fence.
Pictures were provided, showing areas of the fence that were deteriorating.
L. Spataro asked if they intended to replace the entire fence. M. Franzak stated that they did,
including some corner posts. J. Hilt asked if the design would be the same. M. Franzak stated that
it would. Board members discussed repairing versus replacing the fence, and concurred that they
preferred to have the current fence repaired if possible, especially considering that this was a AA
district.
A motion to table this request until the next meeting so that a representative of the Hackley Heritage
Association could be present to answer questions, was made by L. Wood, supported by L. Spataro
and unanimously approved.

OTHER
State History Conference – M. Franzak distributed information on the upcoming State History
Conference, held in Grand Rapids.
Muskegon Main Street Annual Meeting – L. Spataro stated that the meeting would be held on
September 25.
There being no further business, the meeting was adjourned at 4:22 p.m.
