NEW BUSINESS Case 2024-02 – 1752 Jefferson – Shed Applicant: Peggy and Rod Stone District: Jefferson Current Function: Residential Discussion The applicant is seeking approval to install a new 12’ x16’ wood sided shed in the back yard of the property to replace the existing shed. The sidewalls of the shed will be 7’-4” tall, it will have a 72”- wide opening with double doors, and the shed will be painted to match the colors of the house. Style of proposed double doors. 3 Standards DESIGN GUIDELINES FOR NEW CONSTRUCTION (Abbreviated) General design guidelines for sheds include seven-foot-tall walls, a gable roof with a minimum of a 6/12 pitch, and double doors with each door being 3’-6” wide. Sheds shall be as neutral as possible and shall not be a focal point of the property. All sheds must receive a Development Permit prior to construction and must follow the requirements of the City of Muskegon Zoning Ordinance with the added stipulation prohibiting sheds from being located in the front or side yard(s) of a property. Deliberation I move that the HDC (approve/deny) the request to install a new 12’ x16’ wood sided shed in the back yard of the property with 7’-4” tall sidewalls, a 72”-wide opening with double doors, and painted to match the colors of the house as presented in the May 14th, 2024 HDC staff report as long as the work meets all zoning requirements and the necessary permits are obtained. 4 Case 2024-03 – 1604 Peck – Fence Applicant: David Ruck District: Clinton-Peck Current Function: Residential Discussion The applicant is seeking approval to install three unattached, six-foot tall wood fence panels to screen a utility box located between the house’s garage and the building to the east. Standards FENCE STANDARDS AND GUIDELINES (Abbreviated) General Fences and gates are an extension of the architecture of a home. They should be compatible in style and material. They should be appropriate to the size and scale of the structure. They, therefore, require review and approval by the Historic District Commission. Sometimes it is necessary to use fencing for other than decorative purposes, such as marking bound- aries, privacy, screening unsightly areas, or security. Fencing for utilitarian purposes sometimes re- quires fencing materials which are not of the period or character of the house. Nonconforming fencing materials may be considered for use in the back of the structure. … Fence Standards LAYOUT REQUIREMENTS: (Please see the attached Supplementary Graphics sheets) Conforming open fences not over four (4) feet and conforming solid fences not over three (3) feet in height are permitted between the property line and halfway between the front and rear setback lines. … 6 Deliberation I move that the HDC (approve/deny) the request to install three unattached, six-foot tall wood fence panels between the house’s garage and the building to the east in the style depicted in the May 14th, 2024 HDC staff report as long as the work meets all zoning requirements and the necessary permits are obtained. 7 V. OTHER BUSINESS 2024 Staff Approval Update #1 – Since the start of 2024, staff has approved 13 projects. Those in bold were discussed with the HDC chairperson prior to approval: - 504 W. Clay – Turret restoration project - 510 W. Clay – Reroof - 510 W. Clay – Barn door restoration - 430 W. Clay – Reroof flat roof - 1102 Terrace – Reroof two flat roofs - 1641 Clinton – Reroof - 460 W. Clay – Installation of an at-grade 28’x14’ concrete patio in rear yard - 1163 Terrace – Installation of vinyl windows to replace damaged aluminum windows on newer building addition - 1138 Terrace – Wood stockade fence along south property line - 446 W. Webster – Installation of exterior downspouts to replace undersized interior downspouts - 1604 Peck – Wood stockade fence along south property line to screen utility box - 1569 Clinton – Reroof - 621 W. Western – Repointing brick SHPO Muskegon County Civil Rights Project – The State Historic Preservation Office was awarded a grant from the National Park Service to identify and study sites of historic significance to the 20th Century African American Civil Rights Movement in Muskegon County. City and SHPO staff presented to the City Commission in April, and the final survey report products are available online at the following link: https://www.miplace.org/historic-preservation/programs-and- services/mi-civil-rights-project/muskegon-civil-rights-sites-survey/ HDC Public Outreach – A continuation of the discussion on the HDC’s public outreach efforts.
