Minutes
Wednesday, July 31, 2019
City Commission Chambers
Present: Commissioners Hood, Rinsema-Sybenga, Warren, Johnson, and Gawron.
Absent: Turnquist and German.
Approval of Minutes
Commissioner Rinsema-Sybenga moved, Commissioner Hood seconded, to approve the
minutes of April 22, 2009.
MOTION CARRIED.
City Commission Rules and Procedures
Commissioners discussed proposed changes to the rules and procedures.
Under A(6) should indicate the City Clerk shall upload regular city commission packets to the
city’s website at least 84 hours in advance of the meeting.
Under B(2) Public Comment on Agenda Items was added
Under D(4) Conduct of Discussion – language was added of the procedure to call the vote
Under E Requests to Speak on an Agenda Item was added
Under F(2) agenda items are delivered via email
Under G(2) Agenda Items – language was changed to state any item that is not a public
hearing could be added under the consent agenda.
Under H(2) Retention of Records – city is to retain the recording of the Commission meeting
until the minutes are approved. Worksession tapings are to be emailed to City Commissioners
after the meeting.
L was added setting the amount the City Manager can approve of expenditures before it has to
go to Commission and which items must seek approval before purchasing.
Commissioners spent time discussing each suggested change. Final recommendations will be
forwarded to the next City Commission meeting.
Commissioner Hood and Turnquist left.
Meeting adjourned at 6:57 pm due to lack of quorum.
