MUSKEGON BOARD OF CIVIL SERVICE COMMISSIONERS
Regular Meeting Minutes
Monday, November 20, 2017

I. CALL TO ORDER
The meeting was called to order by Commissioner David Wendtland at 4:05PM.
Also present: Commissioner Johnny Brown, Commissioner Kevin Huss, Kristen
N. Wade, Civil Service Director, Dwana Thompson, EEO & Employee Relations
Director, Frank Peterson, Muskegon City Manager, Brady Selner, Muskegon City
intern, Ann Marie Meisch, City Clerk and Lisa Vanderlaan, Departmental Clerk.
II. MINUTES
Motion was made by Commissioner Huss and seconded by Commissioner
Brown to approve the regular minutes of the September 11, 2017
meeting.
Motion Carried.
III. ACTION AGENDA
A. Approve the job descriptions for the Farmers Market Manager, Director, Public
Works, Services & Engineering, Public Works Maintenance Worker III, Sign
Fabricator & Maintenance Worker, Civil Engineering Technician. Mr. Peterson
stated that the Director, Public Works, Services & Engineering job description is
actually to be called Director of Municipal Services.
Motion was made by Commissioner Huss and seconded by Commissioner
Wendtland to approve the Farmers Market Manager, Director, Public
Works, Services & Engineering (Director of Municipal Services), Public
Works Maintenance Worker III, Sign Fabricator & Maintenance Worker,
Civil Engineering Technician job descriptions.
Motion Carried.
B. Alternative to the Civil Service Rules, Commissioner Wendtland suggested that
he would like to draft a letter to Commissioners Huss and Brown, City Manager
Frank Peterson and City Attorney John Schrier stating the Civil Service
Committee be an appeal body and to adopt a variation similar to the Muskegon
County Personnel Rules.
Motion was made by Commissioner Wendtland and seconded by
Commissioner Huss to draft a letter to Commissioner Huss,
Commissioner Brown, Frank Peterson, City Manager and John Schrier,
City Attorney stating that the Civil Service Committee be an appeal
body and to adopt a variation similar to the Muskegon County
Personnel Rules.
Motion Carried.
