             MUSKEGON BOARD OF CIVIL SERVICE COMMISSIONERS
                                Regular Meeting Minutes
                                Monday, March 12, 2018
                              4:00PM City Hall, Room 203

 I.   CALL TO ORDER

         The meeting was called to order by Commissioner Kevin Huss at 4:00PM.

         Also present: Commissioner Johnny Brown, Kristen N. Wade, Civil Service
         Director, Frank Peterson, Muskegon City Manager, Dwana Thompson, EEO &
         Employee Relations Director, and Lisa Vanderlaan, Departmental Clerk.

II.      MINUTES

            Motion was made by Commissioner Huss and seconded by Commissioner
            Brown to approve the regular minutes of the January 8, 2018 meeting.

                                                   Motion Carried.
III.     ACTION AGENDA

      A. Approve the job description for the City Engineer. City Manager Frank Peterson
         explained that the position was unfilled due to a lack of financial ability, rather
         than a lack of need. The previous director also filled in as a City Engineer. The
         current director feels the need to have this position filled.

            Motion was made by Commissioner Huss and seconded by Commissioner
            Brown to approve the City Engineer job description.

                                                   Motion Carried.

      B. Approve the revised Applicant Screening Procedures. Commissioner Huss asked
         for clarification regarding the phrase “when a degree is required, a degree of
         greater value in any discipline will suffice”. City Manager Frank Peterson
         explained that allowing this change should create a larger pool of candidates.
         Mr. Peterson also stated that an Associate’s Degree would be trade specific
         however, allowing for the Bachelor’s Degree to be in any discipline could lead to
         interviewing the A-typical candidate that would include a person that had a
         career change. Civil Service Director Kristen Wade stated that, for example, if
         the candidate needs 3 years of experience in a particular field, regardless of what
         degree the candidate holds, they would still need the 3 years of experience in
         order to be considered as qualified.
       Motion was made by Commissioner Huss and seconded by Commissioner
       Brown to approve the revision of the Applicant Screening Procedures.

                                        Motion Carried.
