             MUSKEGON BOARD OF CIVIL SERVICE COMMISSIONERS
                                Regular Meeting Minutes
                                Monday, October 8, 2018
                              4:00PM City Hall, Room 203

 I.   CALL TO ORDER

         The meeting was called to order by Commissioner David Wendtland at 4:02PM.

         Also present: Commissioner Kevin Huss, Commissioner Johnny Brown, Kristen
         N. Wade, Civil Service Director, Dwana Thompson, EEO & Employee Relations
         Director, Doug Sales, Public Works Superintendent, Chief Lewis, City of
         Muskegon Chief of Police, and Lisa Vanderlaan, Departmental Clerk.

II.      MINUTES

            Motion was made by Commissioner Wendtland and seconded by
            Commissioner Brown to approve the regular minutes of the September
            10, 2018 meeting.

                                                 Motion Carried.
III.     ACTION AGENDA

      A. Approve the following job descriptions: Public Services Supervisor, Firefighter,
         and Executive Assistant to the Director of Public Safety.

            Motion was made by Commissioner Huss and seconded by Commissioner
            Brown to approve the Public Services Supervisor, Firefighter and the
            Executive Assistant to the Director of Public Safety job descriptions.

                                                 Motion Carried.




IV.       OLD BUSINESS

         Kristen N. Wade, Civil Service Director, presented the drafted language
         regarding the Rule of 3 and Rule of 5. Upon further discussion with Chief
         Lewis, the Commissioners decided to submit the Promotional section of RULE V
         – REQUISITION AND CERTIFICATION to the city attorney, John Schrier, for
         clarification.
V.    OTHER BUSINESS

      Commissioner Wendtland stated there was a typo in the Planner I job
      description that was presented to the Commissioners at the September 2018
      meeting. He asked Dwana Thompson, EEO & Employee Relations Director, to
      remove the first “pass” in the “Abilities” section of the job description. It should
      read as follows: Must be 18 years of age or older, authorized to work in the
      U.S., and able to satisfactorily pass pre-employment exams.
