Regular Meeting Minutes

I. CALL TO ORDER
The meeting was called to order by Commissioner David Wendtland at 8:30AM.
Also present: Commissioner Johnny Brown, Commissioner Lawrence Spataro,
Kristen N. Wade, Civil Service Director, Dwana Thompson, EEO & Employee
Relations Director, Frank Peterson, Muskegon City Manager, Oneata Bailey,
Community Neighborhood Services Director and Lisa Vanderlaan, Departmental
Clerk.
II. MINUTES
Motion was made by Commissioner Wendtland and seconded by
Commissioner Spataro to approve the regular minutes of the December
10, 2018 meeting.
Motion Carried.
III. ACTION AGENDA
A. Approve the following job descriptions: Housing Rehabilitation Inspector, Arena
Maintenance Worker, Box Office Manager, Water & Sewer Maintenance Worker,
Arena Finance Manager, Director of Public Works, Director of Municipal
Services, Economic Development Director, and Director of Strategic Initiatives.
Commissioner Wendtland asked how the Director of Public Works structures
into the entire organization. City Manager, Frank Peterson responded that the
Director of Engineering & Public Works and the Planning & Economic Director
positions were combined into one position, Director of Public Works,
approximately 3 years ago. Now Frank sees the need for those 2 positions to be
separate again for more of a cohesive work environment. Commissioner
Wendtland also asked about the urban planner degree as one of the possible
Bachelor’s degrees regarding this position. Frank responded that he feels that
the position is more about work force management and that the position could
be held by someone with a different background other than engineering.
Motion was made by Commissioner Wendtland and seconded by
Commissioner Spataro to approve the Housing Rehabilitation Inspector,
Arena Maintenance Worker, Box Office Manager, Water & Sewer
Maintenance Worker, Arena Finance Manager, Director of Public Works,
Director of Municipal Services, Economic Development Director, and
Director of Strategic Initiatives job descriptions.
Motion Carried.
B. Approve the job description of Public Services Supervisor. No questions.
Motion was made by Commissioner Wendtland and seconded by
Commissioner Spataro to approve the Public Services Supervisor job
description.
Motion Carried.
C. Approve the Muskegon City Employee Residency Program. No questions.
Motion was made by Commissioner Spataro and seconded by
Commissioner Brown to approve the Muskegon City Employee Residency
Program.
Motion Carried.
