                                  REGULAR MEETING MINUTES

                                          November 14, 2023

The meeting was held in the City Commission Chambers. Chairperson M. Bottomley called the
meeting to order at 10:32 AM and roll was taken.

I.         MEMBERS PRESENT:             B. Tarrant, J. Wallace, Jr, M. Bottomley, B. Hastings, S.
           Black, J. Rieger, M. Kleaveland, H. Sytsema, J. Seyferth, D. Pollock
              MEMBERS ABSENT: K. Reid, J. Moore

              STAFF PRESENT: D. Alexander, Downtown Manager, C. Alexander, Development
                           Analyst, J. Hines, Development Analyst, Jake Eckholm, Director
                           of Development Services, S. Wilson, Treasurer, W. Webster of
                           Dev Services, D. Santiago Sweet, Management Office

II.    APPROVAL OF MINUTES
Motion by J. Riegler second by B. Hastings, to approve the regular meeting minutes for October,
2023Voice vote, all approved.

     I.       BRA Business- Contessa Alexander

              A. Adelaide Pointe- Reimbursement Request #5
              I move to approve the 5th request for reimbursement submitted by Adelaide Point
              QOZB, LLC for eligible activities made by B. Hastings and supported by S. Black.

                  -    K. Perschbacher gave an update of the project. Utilities are underway. Water
                       is being tested. Concrete has been removed and will be reused. Moving
                       along. Contractors are on site and moving forward regardless of any delays.

     II.      DDA agenda items

           A. DDA financial report- Contessa Alexander –
                a. I move to accept the October 31, 2023 DDA financial statements. H. Sytsema
                    supported.

       B. Increased Projections (Discussion Only) - Sarah Wilson gave a financial update for
          the remainder of the year.
       C. Lakeshore Legacy Project 2023 (Discussion Only)- Contessa Alexander wanted to
          clarify any potential misunderstandings that arose during the October meeting.
       D. Winter Season 2023-2024 Updates- Contessa Alexander
              a. The BID’s special assessment is tied to the calendar year rather than fiscal
                  year. As a result, the funds for this year must be utilized and services must be
                  provided before December 31, 2023. DDA/BRA to cover the winter season
                  rom January to April 2024. The Downtown BID will take responsibility for
                  the period from November to December, 2023.
              b. M. Kleaveland motioned to approve the payment for the winter season from
                  January to April 2024 and supported by J. Riegler.
       E. Haybales Overview- Deborah Santiago-Sweet provided an update on the recent
          Haybale competition. 3,000 participants and all positive feedback. J. Riegler
          motioned to support Haybale competition in 2024 for a shorter timeline and includes
          Pine St and midtown. Supported by S. Black. All in favor
       F. DDA Website- Contessa Alexander, Dave Alexander provided an update on the
          website downtownmuskegon.org. Last update was a year ago. Feedback on
          continuing the website and linking directly to the city’s website
          A motion to gravitate more towards the dropdown page on the City of Muskegon’s
          home page and let the staff develop the content by M. Kleaveland and supported by J.
          Seyferth.
          All in favor.
