                               SPECIAL MEETING MINUTES

                                        May 23 2023

The meeting was held in the City Commission Chambers. Chairperson M. Bottomley called the
meeting to order at 10:31 AM and roll was taken.

Agenda Item III. A.: BROWNFIELD DEVELOPMENT-ADELAIDE
POINTE QOZB, LLC 1148 AND 1204 WEST WESTERN AVE 3RD
AMENDMENT

Outline of the request: Adelaide Pointe QOZB, LLC has submitted a Brownfield Development
and Reimbursement Agreement (3rd Amendment) for the Adelaide Pointe Project – a 35-acre
mixed use waterfront development project including winter boat storage, marina space, In/Out
forklift boat storage, commercial/retail, and up to 400 housing units.
This Amendment reflects the 3rd Amendment to the Brownfield Plan Amendment that adds on
the eastern adjoining property to allow for the reimbursement of eligible activities related to
the Dry Rack storage building. The Brownfield Tiff Table will change, thus needing an updated
Brownfield Development and Reimbursement Agreement. This will cause a shift in the
Brownfield Tax Increment Funds. This agreement is contingent upon the approval of the 3rd
Amendment to the Brownfield Plan Amendment for Adelaide Pointe.
Background: The project seeks to transform the 35-acre site into a development that will
expand public access to waterfront activities through the creation of a 280-slip marina, up to
400 new residential condominium units, dry stack marina and boat storage, and
commercial/retail space. Plans for the site have begun and will continue through Fall 2030.
Total investment of $92,000,000.
Suggested motion: I move to approve/disapprove the Brownfield Development and
Reimbursement Agreement (3rd Amendment) for the approved Brownfield Plan Amendment for
Adelaide Pointe by J. Seyferth and supported by H. Sytsema

Agenda item III-B Brownfield Development and Reimbursement Agreement
– The Meadows at Harbor 31

Outline of the request: Harbor 31 LLC has submitted a Brownfield Development and
Reimbursement Agreement for the Meadows at Harbor 31 Redevelopment Project - a
residential development on 2.5 acres located at 170 Viridian Drive along the south shore of
Muskegon Lake.
Background: The Meadows at Harbor 31 is located on 2.5-acres along Muskegon Lake. The
proposed redevelopment activities will include a 21 two-story multi-family duplex style
residential homes with surrounding grass lawn areas, sidewalks and roadways creating a
walkable community that provides access to Muskegon Lake, greenspace areas in downtown
Muskegon. Sustainable development concepts are proposed throughout the Project including
green building techniques and low-impact development and stormwater management. The
Total private investment, not including property acquisition, is approximately $7,000,000.
