CALL TO ORDER
The Community Relations Committee Meeting of the City of Muskegon was
held at City Hall, 933 Terrace Street, Muskegon, Michigan, at 5:30 PM Monday,
March 9, 2026.


ROLL CALL
Present: Mayor Ken Johnson, Commissioners Kiley Jackson, Willie German Jr.,
Rebecca St. Clair, Katrina Kochin, Jay Kilgo, City Manager Jonathan Seyferth,
City Clerk Ann Meisch.
Absent: Vice Mayor Destinee Keener.


APPROVAL OF MINUTES
Approval of January 26, 2026, and February 9, 2026, meeting minutes.


   A. Approval of January 26, 2026 meeting minutes City Clerk

To approve the edited version of the January 26, 2026, meeting minutes.


Motion by Commissioner Kilgo, second by Commissioner Kochin, to approve
the edited version of the January 26, 2026, meeting minutes.

ROLL VOTE:    Ayes: Jackson, Kochin, St. Clair, Johnson, Kilgo, and German
              Nays: None

MOTION PASSES

    B.   Approval of February 9, 2026, meeting minutes City Clerk

Approval of the February 9, 2026, meeting minutes.


Motion by Commissioner Kilgo, second by Commissioner Kochin, to approve
the February 9, 2026, meeting minutes.

    A. Board Resignations City Clerk

Resignation of Joel Kamp from the Downtown Development Authority.


Motion by Commissioner Kochin, second by Commissioner Kilgo, to accept the
resignation of Joel Kamp from the Downtown Development Authority.

ROLL VOTE:    Ayes: Jackson, Kochin, St. Clair, Johnson, Kilgo, and German
              Nays: None

MOTION PASSES

    B.   Civil Service Commission City Clerk

Melissa Clark, representing the Civil Service Commission, recommends the
removal of Austin Curtis for failure to complete the required Oath of Office.


Motion by Mayor Johnson, second by Commissioner Kochin, to remove Austin
Curtis from the Civil Service Commission.

ROLL VOTE:    Ayes: Jackson, Kochin, St. Clair, Johnson, Kilgo, and German
              Nays: None

MOTION PASSES

    C. Zoning Board of Appeals City Clerk

To appoint Stephen Gawron to the Zoning Board of Appeals as a Planning
Commissioner.


Motion by Mayor Johnson, second by Commissioner Jackson, to appoint
Stephen Gawron to the Zoning Board of Appeals..

ROLL VOTE:    Ayes: Jackson, Kochin, St. Clair, Johnson, Kilgo, and German
              Nays: None

Motion by Commissioner Kochin, second by Commissioner Jackson, to appoint
Chad Doane to the Downtown Development Authority - Brownfield
Redevelopment Authority Board - Tax Increment Finance Authority.

                   Nays: None

Motion by Mayor Johnson, second by Commissioner Kilgo, to refer the process
to the Citizens’ Police Review Board for consideration of adding Muskegon
Young Black Professionals and NAREB as minority based organizations.
