                  LOCAL DEVELOPMENT FINANCE AUTHORITY BOARD
                                SPECIAL MEETING
                                    MINUTES

                               September 23,         1991

Meeting was called to order at 8:00 a.m.                 by Chairman Harris.

MEMBERS PRESENT:     K.    Harris, L. Eklund, F. Farmer, R. Hovey,                     P.    Roy,
                     G.   Milkins, G. Sarut, D. Seifert, M.Sepeshy

MEMBERS ABSENT:      D.   Gauthier,     H.   Ginman,* S.      Johnson,       G.   Martin
                     *(Notified Staff of absence in advance)

STAFF PRESENT:       B.   Bitar,   R.   Chapla,     D.    Haas,   L.   Gannon

OTHERS PRESENT:      L.   De   Wald     and    T.    Johnson      of    WW    Engineering       &
                     Science

A brief summary of the Local Development Finance Authority,                          its scope
and responsibilities, was presented by Chairman Harris.

APPROVAL OF MINUTES

Moved  by  D.  Seifert  to  approve  the minutes of the meeting of
August 26, 1991.  Supported by L. Eklund and approved by voice vote.

OLD BUSINESS

Medendorp  Industrial   Center  -  Presentation  by  City  Staff,  and
L. De Wald and T. Johnson of WW Engineering, included the feasibility
of and need for creating another industrial park within the City,
methodology used in the study, potential boundaries, funding, cost
comparisons of various alternatives,   and recommendation.  During the
following discussion, issues of timing, zoning, property values and
relocation, the need for an expanded industrial tax base in the City,
funding and other topics were mentioned.

Other Projects - Improvements planned for the Sherman-U.S. 31 inter-
change, and the Roberts Street-Sherman Boulevard intersection, were
explained by City Staff.

NEW BUSINESS

Staff  indicated  that  the  WW Engineering   study on  the Medendorp
Industrial Center will be finalized and distributed to LDFA members in
two to three weeks for review, after which a recommendation to the
City Commission will   be required.    Next meeting was scheduled on
Monday, October 21.

Meeting adjourned at 9:15 a.m.
