The Housing Board of Appeals (HBA) is made up of seven volunteer residents appointed by the City Commission. The board meets monthly to review and make determinations on matters related to the City of Muskegon’s dangerous buildings and public nuisance properties, as well as to interpret and provide variances to housing code requirements when necessary.

The HBA’s primary responsibilities include:

Hearing cases regarding properties deemed dangerous or a public nuisance by the Building & Inspection Services Department. Property owners are notified and may present plans for restoration, or the board may determine demolition is necessary if corrective action is not taken within a set period.

Granting variances in cases where the general requirements of the ordinance create a hardship for individual property owners.

Determining the suitability of alternative materials or methods of construction, and providing reasonable interpretations of the Uniform Building Code.

Through these efforts, the HBA plays a vital role in maintaining safety, addressing blight, and ensuring Muskegon’s neighborhoods continue to thrive.

First Thursday of each month at 5:30pm – Muskegon City Hall, 933 Terrace St., Muskegon, MI 49440 in the Commission Chambers 107.
