City Finance

The City’s Finance Administration division is responsible for overall management of the City’s financial affairs in accordance with all legal requirements and the financial policies set by the City Commission. Specific responsibilities of this department include the following:

  • Preparation of the City’s annual budget and annual audit
  • Maintenance of the City’s general ledger accounting system
  • Payroll preparation and administration
  • Administration of benefit programs for employees and retirees, including health care, life insurance, workers’ compensation, etc.
  • All payments to outside vendors, including regular accounts payable and administration of the City’s procurement card program
  • Investment of the City’s cash resources
  • Administration of the City’s two retirement systems
  • Issuance of new debt and administration of all outstanding City bond issues
  • Oversight of the contract with Muskegon County under which the County Equalization Department performs property assessment service for the City
  • Coordination of the departments within the Financial Services Division: Treasurer’s Office, Income Tax, Information Technology, Mercy Health Arena, City Clerk, Risk Management/Employee Relations, and Equal Employment Opportunity

The City’s Finance Administration department’s primary goals include:

  1. Maximizing the financial resources available to support City services and projects through revenue collections, investments, sound financial management practices, and continuous re-engineering and streamlining of workflows
  2. Providing financial services support to our users’ operating departments, vendors, and citizens in a manner that allows them to conduct their primary businesses with the least intrusion of procedures and paperwork while maintaining adequate financial controls
  3. Providing easy-to-use information that decision-makers and citizens need to make informed choices about the provision of services and use of the City’s financial assets
