How to Pay Online
You can now view and pay your utility bill online at no charge by creating a free account through BS&A Online. BS&A Online is a collection of municipal services that provides instant and convenient access to various kinds of important information held at your local government.

Payment Processing Fees
Please keep in mind that while it’s free to create a BS&A Online account to view and pay your utility bill, you will be charged a 2.8% payment processing fee per transaction. The City of Muskegon does not use taxpayer revenue to pay for an individual’s choice to use this service but requires the individual to pay for their option to use this service.
Auto-pay
Avoid paying transactions fees by signing up for auto-pay, it is provided to you free of charge. Each month payment for your water/sewer bill is automatically deducted from your checking account on the due date. If you choose to sign up for auto-pay, you will receive a 75-cent credit on your monthly water/sewer bill. Sign up for auto-pay by clicking here.
Paperless Billing for Utilities
You can also opt in to our paperless utility bills, a service provided to you free of charge, where your bill is provided to you in an electronic format (email). Customers that sign up for paperless will receive a $0.75 credit on their water bill each month.

DivDat Kiosk – Open 24/7/365
A 24/7 DivDat payment kiosk is conveniently located at City Hall’s southeast entrance off Jefferson Street, giving residents an easy way to pay DTE bills, water bills, or property taxes anytime, day or night. The kiosk accepts cash, check, or card, and there are no fees when paying with cash or check.
To make a payment, simply scan the barcode on your bill or search by address, account number, or name. DTE payments post immediately, and the kiosk offers both English and Spanish for accessibility.
Please note: if your utility service has been shut off, making a payment alone will not automatically restore service. After paying the required amount, you must also contact either the City Treasurer’s Office or DTE directly to have your service reconnected.
