Community & Neighborhood Services Seeks Public Input for Five-Year Plan

The City of Muskegon Community and Neighborhood Services Department, in partnership with the City of Norton Shores and the City of Muskegon Heights, is updating its 2026 to 2030 Five Year Plan for federal funding that supports residents and neighborhoods across all three communities. These funds come from the HOME Investment Partnerships Program and the Community Development Block Grant program and may be used for housing, parks and neighborhood improvements, public safety, community programs, and other eligible projects if awarded. Over the past five years, more than 8.7 million dollars has been invested locally through these programs. The new plan will guide priorities for the next five years.

We are planning how to invest federal funding in our community and we want to know what should come first. Should we focus on housing, parks and neighborhoods, public safety, community programs, or other ideas? Community members are encouraged to take the quick survey, which takes less than five minutes to complete.

The Annual Action Plan Community Survey closes April 9, 2026 at 5:00 PM. Feedback will help shape the final plan before it is submitted to the federal government.
