2025 City of Muskegon Annual Report Now Available

The City of Muskegon is proud to announce that the 2025 Annual Report is now ready to view.

This year’s report highlights steady progress, long-term planning, and meaningful investment across our community from January through December 2025. Guided by four major goal areas, quality of life, economic opportunity, community connection, and financial stability, the city continued building a strong foundation for future generations.

A Year of Milestones

2025 marked several significant accomplishments for Muskegon.

Muskegon Lake Delisted

After more than 30 years of environmental restoration, Muskegon Lake was officially removed from the EPA’s Great Lakes Areas of Concern list. This milestone reflects decades of partnership, restoration, and commitment to protecting our shoreline.

Water and Sewer Financial Turnaround

For the first time since 2020, the city’s water fund ended the fiscal year with a positive balance, improving by more than $840,000 in one year. The sewer fund reached a 50 percent fund balance. These improvements help ensure long-term stability while the city continues replacing century-old infrastructure and lead service lines throughout Muskegon.

Major Development Progress

Long-term planning turned into visible progress across the community.

  • Demolition and construction began at The Shaw

  • Construction advanced at Allen Crossing Senior Apartments

  • Phase 1 environmental work began at Windward Pointe

  • 85 infill homes were built on vacant lots by private developers

In addition, the city secured a $1.5 million HUD Healthy Homes Grant to support critical safety repairs for more than 150 Muskegon households.

Parks, Recreation and Public Spaces

Investments continued across parks and public amenities.

  • The launch of a free Beachside Shuttle

  • New ADA-accessible restrooms at Pere Marquette Beach

  • A new inclusive nature-based playscape at Kruse Park

  • Completion of a citywide tree inventory of nearly 15,000 trees

Community and Public Safety

Community engagement remained a top priority.

  • Launch of SeeClickFix Muskegon, improving service request transparency

  • National Night Out welcomed more than 1,000 residents

  • 14 CPR training courses hosted by the Fire Department

  • Serious felonies reached their lowest level in seven years

Strong Financial Stewardship

The city closed FY 2024 to 25 with revenues exceeding expenditures by $1.29 million, growing the General Fund balance to 17.36% of revenues, above the City Commission’s 13% policy target.

Looking Ahead

As City Manager Jonathan Seyferth shared in this year’s report, the work being done today shapes Muskegon for generations to come. From reconnecting downtown to the lakefront to stabilizing critical infrastructure systems, 2025 reflects a community investing in both its people and its future.
