Public Notice | Availability of the 2024 Consolidated Annual Performance Evaluation Report

The City of Muskegon is announcing the availability of the 2024 Consolidated Annual Performance Evaluation Report (CAPER). The CAPER details the City’s progress at meeting its strategic goals and objectives as outlined in the City’s 2021 Consolidated Plan by reviewing last fiscal annual action plan year activities for CDBG & HOME programs.
This Notice is hereby informing the public of the availability of the CAPER from September 9 – September 25, 2025. Anyone that would like to review the CAPER can come to the City of Muskegon Clerk’s Office, the Community and Neighborhood Services Office (both located at 933 Terrace) the Hackley Public Library Reference Desk (316 W. Webster), and the Muskegon Housing Commission (1080 Terrace). The CAPER will also be available on the City’s website on September 9, 2024 HERE
A Public Hearing will be held at the City Commission Meeting on September 23, 2025 at 5:30 PM in the Commission Chambers at City Hall, 933 Terrace Street, Muskegon, MI 49440. Notice will be posted at City Hall 10 days prior to the hearing.
The City of Muskegon will submit the CAPER to the U.S. Department of Housing and Urban Development when completed. AMERICAN DISABILITY ACT POLICY FOR ACCESS TO OPEN MEETING OF THE CITY COMMISSION AND ANY OF ITS COMMITTEES OR SUBCOMMITTEES
To give comment on a live-streamed meeting the city will provide a call-in telephone number to the public to be able to call and give comment. For a public meeting that is not live-streamed, and which a citizen would like to watch and give comment, they must contact the City Clerk’s Office with at least a two-business day notice.
