RFP – Asbestos & Lead Survey 2026

The City of Muskegon (“City”) is seeking proposals from qualified environmental consulting firms (“Consultant”) to conduct visual-only asbestos-containing material (ACM) surveys and visual-only lead-based paint (LBP) assessments across multiple municipal facilities constructed primarily between 1950 and 1975.

This project is limited to non-invasive, visual inspections. No sampling or laboratory analysis is included. The intent is to provide the City with a building-by-building inventory of suspect materials that may require testing prior to renovation, maintenance, or demolition work.
The purpose of the visual surveys is to:

• Identify suspect ACM and suspect LBP based on visual indicators, construction era, and material type.

• Assist the City in planning future renovation or maintenance activities by identifying materials that must be tested before disturbance.

• Ensure compliance with applicable Michigan and federal requirements related to renovation and demolition.

The City has provided a list of facilities with pertinent information as Attachment A to this RFP. The City may add or remove facilities during contract negotiation.

An optional pre-bid meeting will be help on Tuesday, January 6th beginning at 9:00 a.m. The meeting will begin at the City’s DPW Building at 1350 E. Keating, and will include brief and limited tours of some of the larger facilities requested for survey in this RFP.

The City hereby issues Addendum #1 for the 2026 Asbestos & Lead Survey RFP.  The due date remains January 15, 2026.  At the advice of consultants, the City has revised the RFP scope to include testing of limited areas and facilities.  The RFP document, original attachment, and a new attachment (available at a link within the RFP document) have been updated and the new versions are included in this posting.
