Muskegon Social Districts

Within the Social District, patrons of participating restaurants, pubs, and entertainment venues may carry an open alcoholic beverage in a designated container in the Common Area.

Social District Rules

  • Drink from designated Social District containers only.
  • Stay within the designated Common Area. Look for signs indicating boundaries.
  • Do not carry refreshments into businesses. They must remain outdoors (or the establishment you purchased from).

Hours

11 AM to 11 PM every day.

Special Summer Saturday Hours

  • Downtown Social District will be open earlier on Saturdays to support the summer season.
  • Effective Dates: Saturdays Memorial Day Weekend through Labor Day Weekend Annually
  • Summer Saturday Start Time: 8:30 AM (instead of 11:00 AM)
  • Closing Time: Remains unchanged (11:00 PM)

Special New Years Eve Hours

  • The operating hours of the Downtown Muskegon Social District will be extended on New Year’s Eve, contingent upon the occurrence of a free public “ball drop” or similar celebratory event within the district.
  • Date: December 31
  • Hours: Open from 11 AM to 11:59 PM
  • Extension: Until 1:00 AM on January 1
  • Last Call: 12:30 AM January 1
  • The downtown social district will resume regular hours at 11 AM on January 1 the following day.

All State of Michigan and City of Muskegon laws apply, including but not limited to those prohibiting public intoxication, impaired driving, open containers, and serving alcohol to minors.

FAQs

  • There are two Muskegon Social Districts.

    1. Downtown Social District | Generally this district is on Western Ave from 8th to Pine St. The District expands to Clay Ave, Hackley Park, Muskegon Farmers Market and more.
    2. Lakeside Social District | Generally this district runs on Lakeshore Drive from Moon St to Bourdon St.

  • Beer, wine and liquor are all allowable drinks when served in a designated container. Drinks must be purchased inside a participating business.

  • The social districts operate 11 AM to 11 PM everyday.

    Summer Saturdays Temporary Hour Extension

    To support seasonal downtown events and accommodate early morning activities during the summer months.

    • Dates: Saturdays from May 24, 2025, through August 30, 2025
    • Adjusted Opening Time: 8:30 AM (instead of 11:00 AM)
    • Regular Closing Time: Remains unchanged
    • Note: This adjustment applies only to Saturdays within the specified date range.

  • No, patrons must stay within the designated Social District boundaries. Leaving a Common Area with an alcoholic beverage violates State and local law.

  • No, once a designated Drink has left the business where it was served, it must be consumed before you enter any other establishment.

  • No, the only drinks allowed are those purchased from businesses participating in the Social District program. No cans, glass bottles, or outside drinks are permitted within the boundaries per State and local law.

  • If your event includes a Special Event Liquor License within one of Muskegon’s Social Districts, written documentation is required as part of your application.

      • The area of the Social District commons that will be used exclusively for your event

      • The area that will remain available to Social District permittees

    • Plan to Secure the Event Area:
      As the event organizer, you are responsible for securing the licensed area. Please explain how you will ensure:

      • Social District beverages are not brought into your event area

      • Special event beverages are not taken out into the Social District
